최근 MBC 보도에 따르면 지난 연말 전북 남원시청에서는 여러 부서가 최경식 남원시장을 위한 이벤트를 준비한 것으로 나타났다.최 시장이 한 부서에 들어서자 숨어 있던 직원들이 차례로 일어서며 "새해 복 많이 받으세요"라고 외쳤고,최 시장은 함박 웃음을 지으며 박수를 쳤다.또 다른 부서에서는 문 앞에서 최 시장을 맞이하며 "시민 곁을 지킨 따뜻한 리더십",야구 더블헤더"사랑합니다,시장님" 등 준비한 구호를 다함께 외쳤다.이 부서 천장에는 "내일을 여는 실력","어제를 넘는 용기","한해동안 애쓰셨습니다" 등이 적힌 장식이 달려있었다.
'시장님께 드리는 고마움 한 상'이라는 이름의 상장을 제작해 전달한 부서도 있었다.상장에는 남원시 발전을 이끈 최고 리더에게 감사와 존경을 전한다는 취지의 문구가 적혀 있었다.상장 전달 후에는 분홍색 한복을 입은 여직원이 최 시장에게 미리 준비한 사탕 목걸이를 걸어줬다.이밖에 최 시장의 이름을 삼행시로 준비한 부서도 있었다. 연말 종무식 현장에서 일부 지방자치단체 공무원들이 단체장을 향해 낯 뜨거운 충성 경쟁을 벌여 빈축을 사고 있다./사진=MBC 갈무리이러한 종무식 영상은 최 시장의 SNS(소셜미디어)에 올라왔다가 삭제된 것으로 알려졌다.남원시 한 공무원은 "근무평가도 있으니 그런 걸 시켜도 딱히 불법은 아니니까 저항을 못하는 것"이라고 했다. 
전국공무원노동조합 전북지역본부 남원시지부 홈페이지에는 "연예인 팬 클럽 응원단인 줄 알았다","직원들한테 저런 거 하자고 시킨 사람이 문제다","낯뜨거운 퍼포먼스는 자발적 축제가 아니라 인사권자의 눈치를 봐야 하는 공직 사회의 경직된 분위기가 만들어낸 촌극이다" 등의 비판이 쏟아졌다.
이에 남원시 측은 "직원들이 자발적으로 준비한 감사 표시였다"는 입장을 내놨다.
