(세종=뉴스1) 심서현 기자 = 소프트웨어 테스팅 시스템 입찰에서 사전에 낙찰예정자와 들러리를 합의한 슈어소프트테크,쿨스,티벨,실시간 바카라 사이트카지노사이트검증사이트쿤텍 등 4개 업체에 과징금이 부과됐다.
10일 공정거래위원회는 '독점규제 및 공정거래에 관한 법률'(공정거래법) 위반 혐의로 이들 회사에 시정명령과 과징금 총 1억 6100만 원(잠정)을 부과하기로 결정했다고 밝혔다.
업체별 과징금은 슈어소프트테크 1억 800만 원,쿨스 1200만 원,티벨 3100만 원,쿤텍 1000만 원이다.
이들 회사는 지난 2020년 12월부터 2023년 7월까지 조달청 및 광주테크노파크가 발주한 소프트웨어 테스팅 시스템 입찰에서 2년 6개월 동안 11건의 입찰에서 사전에 낙찰예정자와 투찰가격 등을 담합했다.
소프트웨어 테스팅 시스템은 소프트웨어의 결함 또는 결함 유발요인이 있는지 등을 탐색해 품질 및 성능을 제고하는 시스템이다.
이번 담합의 주도자인 슈어소프트테크는 소프트웨어 테스팅 시스템 입찰에 참여하면서,단독 응찰로 인한 유찰 방지 명목으로 협력사에 들러리로 참여해 달라고 요청했으며,협력사는 협력사 관계 등을 고려해 형식적으로 입찰에 참여하기로 합의했다.
이러한 합의는 △인공지능산업융합사업단 △한국로봇산업진흥원 △경남테크노파크 △광주테크노파크 △중소조선연구원 △한국산업기술시험원 등이 발주한 11건의 입찰(총 계약금액 45억 원)에서 이뤄졌다.
슈어소프트테크는 11개 입찰에서 모두 낙찰받았고,평균 낙찰률은 98%를 상회했다.
공정위는 "이번 조치는 공공 예산이 투입되는 R&D 분야에서 기술력을 지닌 우월적 사업자가 유찰 방지 명목으로 낙찰가격 상승을 시도하는 행위를 적발·제재하였다는 데 그 의의가 있다"며 "향후 해당 시장에서의 담합 관행을 개선하고 공정한 경쟁 환경을 조성하는 계기가 될 것으로 기대한다"고 밝혔다..
