검찰의 '관봉권 띠지 폐기 의혹'을 수사하는 안권섭 상설 특별검사팀이 19일 한국은행에 대해 수색·검증영장을 집행했다.
특검팀은 이날 오전 9시쯤부터 한국은행 발권국에 검사와 수사관들을 보내 수색·검증영장을 집행 중이라고 밝혔다.
김기욱 특검보는 이날 오전 한국은행 본관 청사 앞에서 기자들과 만나 수색 취지를 묻는 질문에 "띠지와 스티커가 어떤 정확한 정보를 담고 있는지가 수사의 단초가 되니까 반드시 확인해야 하는 수사의 전제 절차"라고 말했다.
특검팀은 이번 영장 집행이 한국은행 관봉권(제조권·사용권)의 제조·정사(분류)·보관·지급과 관련한 제반 정보를 확인하기 위한 수색·검증 차원이며 압수 계획은 없다고 밝혔다.
앞서 서울남부지검은 지난해 12월 건진법사 전성배 씨의 자택을 압수수색해 5천만원어치 한국은행 관봉권을 포함한 현금다발을 확보했으나 돈다발 지폐의 검수 날짜,담당자,토토 카드결제부서 등 정보가 적힌 띠지와 스티커를 분실했다.
관봉권은 조폐공사가 찍어낸 신권이나 시중은행에서 검수 후 재포장한 사용권 지폐 뭉치로,한국은행은 액수와 상태가 문제없다는 것을 보증하기 위해 띠지와 스티커로 밀봉 보관한다.
결국 남부지검 수사팀은 관봉권의 출처를 밝히지 못한 채 사건을 김건희 여사의 각종 의혹을 수사하는 민중기 특별검사팀에 넘겼다.
그러나 정성호 법무부 장관은 독립 기관에서 이 의혹을 수사할 필요가 있다고 보고 상설특검 수사를 지시했다.특검은 지난 6일 수사를 개시했다.특검이 외부 기관을 상대로 강제 수사에 나선 것은 이날 수색 검증이 처음이다.
