박용갑 의원 "12월 임시국회 여야 합의,온라인 구매최선 다할 것"[이데일리 김아름 기자] 택시 기사가 길에서 손님을 태우는 것에 대해 플랫폼이 수수료를 부과하지 못하도록 하는 법안이 국회 법제사법위원회 관문을 넘었다.
21일 업계에 따르면 택시와 플랫폼 업계의 수수료 갈등을 둘러싼 논란이 제도권 규율로 제정되는 움직임에 힘이 실렸다.박용갑 더불어민주당 의원이 대표발의한‘카카오모빌리티 택시 배회영업 수수료 부과 금지법(여객자동차 운수사업법 개정안)’이 지난 18일 국회 법제사법위원회 전체회의에서 통과되면서다‘카카오모빌리티 택시 배회영업 수수료 부과 금지법’은 카카오모빌리티 등 플랫폼가맹사업자가 가맹택시에 대해 카카오T등 가맹호출앱을 통한 가맹영업 외에 길에서 손님을 태우는 배회영업이나 타사 앱을 통한 영업을 통해 받은 운임에 대해서 수수료 등을 부과하지 못하도록 하는 내용을 담고 있다. 
박 의원은 지난 10월 13일 국회 국토교통위원회 국정감사에서 “카카오모빌리티가 가맹택시 배회영업에 대해 수수료를 부과하는 것은 잘못됐다”고 지적해 류긍선 카카오모빌리티 대표에게‘법이 제정되는 선에서 충실히 이행하도록 하겠다’는 약속을 받았다.
10월 29일에는 김윤덕 국토교통부 장관에게‘카카오모빌리티 수수료 문제는 저희 국토교통부에서는 수수료를 받지 않는 입장을 가지고 접근하는 것으로 결정했다’며 법 개정에 대한 긍정적인 답변을 받았다.
이에 국회 국토교통위원회는 11월 26일 교통법안심사소위에서 박 의원이 대표발의한 법안과 김희정 의원이 대표발의한 법안을 병합 심사해 △배회영업 등에 대한 가맹수수료 부과 금지 △국토교통부 장관 개선명령 및 과태료 부과 근거 등을 신설하기로 했고,온라인 구매12월 10일 열린 국회 국토교통위원회 전체회의를 통과했다.
박 의원은 “전국 23만 7321명의 택시 기사분들이 염원하는‘카카오모빌리티 택시 배회영업 수수료 부과 금지법’이 이제 국회 본회의 상정만을 앞두고 있다”면서 “‘카카오모빌리티 택시 배회영업 수수료 부과 금지법’이 12월 임시국회에서 여야 합의로 통과될 수 있도록 최선을 다하겠다”고 밝혔다.
