전재수 금품 수수 의혹 대해선 “사실 관계 파악 중”

경찰청 국가수사본부의 통일교 특별수사팀은 29일 한 총재와 윤영호 전 세계본부장,경마 자동발매기정원주 전 총재 비서실장,송광석 전 천주평화연합(UPF) 회장을 정치자금법 위반 혐의로 서울중앙지검에 송치했다고 30일 밝혔다.
경찰에 따르면 이들은 2019년 1월 당시 여야 의원 총 11명에게 각각 100만~300만원씩을 불법 후원한 혐의를 받는다.후원 자체는 개인 명의로 각 정치인들의 후원 계좌에 정상적으로 입금됐지만,경찰은 이것이 실제로는 통일교 자금을 이용한 쪼개기 후원이었다고 보고 있다.경찰은 한 총재와 윤 전 본부장 등이 이런 불법 후원을 공모 또는 지시한 것으로 보고 있다.
다만 경찰은 후원금을 받은 당시 의원 11명에 대해선 혐의를 적용하지 않기로 했다.경찰 관계자는 “각 의원실 회계 책임자 등을 소환해 조사한 결과 내린 판단”이라고 했다.
이 사건은 앞서 민중기 특별검사팀이 이첩한 전재수 민주당 의원 등의 현금과 명품 시계 등 수수 의혹과는 별개의 사건이다.경찰은 지난 15일 통일교 천정궁 등에 대한 압수 수색을 실시하고,경마 자동발매기압수물을 분석하던 도중 이 사건을 인지해 수사에 나섰다.
경찰 관계자는 “공소시효 만료가 며칠 앞으로 다가와 시급하게 통일교 관계자들을 송치한 것”이라고 했다.정치자금법 위반시 공소시효는 7년이다.경찰은 후원금 지급 시기를 2019년 1월로 보고 있어,내년 초가 되면 공소시효가 만료된다.
사건을 넘겨받은 서울중앙지검은 공공수사2부(부장 송봉준)에 사건을 배당하고 한 총재 등을 기소할지 검토 중이다.수사를 맡은 송봉준 부장검사는 금융 및 선거 분야 수사 전문가로 분류되고,경마 자동발매기김건희 특검에 파견됐다가 최근 복귀했다.
한편 전 의원의 금품 수수 의혹 역시 현금과 시계를 받은 시점이나 시계 가격 등에 따라 공소시효가 만료될 수 있다는 우려가 커지고 있다.경찰 관계자는 “최대한 사실 관계를 규명하기 위해 수사 중”이라고 했다.
