세계평화통일가정연합(통일교)이 경기 가평군에‘북한강 천년뱃길’사업을 제안하기 2년 전인 지난 2018년에 청평훼리 운영권을 인수하려 한 정황이 포착됐다.통일교가 수년 전부터 경기 가평군에서 크루즈를 운영해 자신들의 홍보 사업으로 활용하려 한 것으로 보인다.
29일 서울신문이 입수한‘TM(True Mother·참어머니) 특별보고’문건 중 지난 2018년 9월 보고엔 “(청평훼리) 운영권을 인수받으면 청평호 내에서 여객사업을 할 수 있다.저희가 원하는 곳(통일교 소유부지)에 터미널을 만들어 운영할 수 있다”는 내용이 적혔다.또 “배도 여러 대를 더 크게 만들어 운영할 수 있다”고 써있다.청평훼리는 청평호에서 페리 여객 사업을 하는 민간 사업체다.
보고서에는 “가평군에 등록된 도선사업자는 청평훼리가 유일하며,메이플랜드 슬롯 교환불가요청하는 사업자들이 지금까지 많았지만 청평훼리가 동의하지 않으면 허가를 절대 내줄 수 없게 돼 있다고 한다”고도 언급했다.
청평훼리 운영권 인수를 위해 30억원이 필요하다며 구체적인 금액까지 책정했다.통일교가 가평 크루즈 사업에 진출하기 위해 2018년부터 준비해왔다는 걸 추정할 수 있는 대목이다.
통일교는 결국 청평훼리 인수에 실패하자‘북한강 천년뱃길’사업으로 눈을 돌린 것으로 보인다.통일교 산하 단체인 HJ천주천보수련원을 통해 지난 2020년 7월 가평군에 사업을 제안했고,메이플랜드 슬롯 교환불가지난해 5월부터 HJ크루즈가 부분 운항 중이다.
현재 통일교가 선박 운항사 HJ레저개발을 통해 운영하고 있는 HJ크루즈의 천년뱃길 사업 일부 구간노선은‘통일교 성지순례’라는 비판도 받고 있다.
통일교 측은 이와 관련해 “‘수상 관광 인프라 구축’을 위한 민관협력 사업”이라고 반박했다.청평훼리 측은 “통일교 관련 연락이 많이 오지만,우리는 전혀 관련이 없다.지역에서 오랫동안 사업을 한 지역사업자”라고 선을 그었다..
