15일(현지시간) 러트닉 장관은 X(옛 트위터)에서 "트럼프 대통령이 국가 안보를 강화하고 산업 기반을 재건하며 해외 공급망 의존을 종식시키는 변혁적인 핵심 광물 협상을 막 타결했다"며 이같이 말했다.
이어 "연간 54만 톤의 필수 자재를 생산할 최첨단 핵심 광물 제련·가공 시설을 테네시주에 건설하기 위한 대규모 투자를 고려아연과 함께 발표했다"고 밝혔다.
그는 또 "갈륨·게르마늄·인듐·안티몬·구리·은·금·아연 등 핵심 광물이 국방 시스템과 반도체,바카라 실시간 디시인공지능(AI),양자컴퓨팅 등 미래 핵심 기술의 기반"이라고 강조하기도 했다.

한편 로이터 등 외신에 따르면 고려아연은 미국 국방부와 전략적 파트너십을 맺고 테네시주에 74억 달러(약 10조9500억원) 규모의 광물 제련소를 건설할 계획이다.
미 국방부는 해당 프로젝트 지분의 40%를 확보할 예정으로,이는 중국에 대한 의존도를 낮추고 핵심 광물 공급망을 미국 중심으로 재편하려는 전략의 일환이라는 분석이 나온다.
파트너십에 따라 고려아연은 미국 정부와 미국 기반 전략적 투자자들이 통제하는 합작 투자사에 19억 달러 규모의 신주를 매각하며 거래가 완료되면 미국 측은 고려아연 지분 약 10%를 보유하게 된다.
