앞서 이 대통령은 23일 해경 업무보고에서 중국 어선들의 단속 저항 행태를 언급하며 "아주 못 됐다.불법을 감행하면서 단속 피하려고 쇠창살 만들고 위협적 행동을 하는데 더 강력히 제재해야 하는 것 아니냐"고 물었다.
이어 "10척이 넘어와서 1척이 잡히면 돈을 10척이 같이 물어주고 다음에 또 우르르 몰려오면 체계적으로 대응하는 게 매우 어렵다"며 "10척이 모아서 벌금을 내기도 부담스러울 만큼 올려야 한다"고 강조했다..
