특검은 “한학자 총재,토토 사이트 링크윤영호씨 등이 윤석열 정부에 영향력을 행사해 통일교 프로젝트를 실현하고,비례대표 자리를 확보해 국회에 진출하기 위해 김건희,권성동 등 권력자와 브로커 전성배에게 고가의 금품이나 불법 정치자금을 제공해 유착관계를 형성한 사실을 밝혔다”고 했다.특히 전씨는 앞서 검찰 수사과정에서 금품 전달 사실을 부인했지만,그는 특검 수사 과정에서 이를 인정했다.특검은 김 여사에게 전달된 금품 실물도 확보했다.특검은 해당 의혹과 관련해 7명을 구속 기소하고,5명을 불구속 기소했다.
정교유착 수사를 지휘한 박상진 특검보는 이날 “이 사건은 애초 단순히 김건희 등이 통일교로부터 금품을 수수하였다는 의혹에서 출발했으나,통일교가 정교일치의 이념을 실현하기 위해 청탁했다는 사실을 확인했다”며 “그 결과 아무런 법적 권한이 없는 김건희가 국정에 개입했다”고 했다.박 특검보는 “이 사건은 정교분리라는 헌법적 가치에 정면으로 배치되는 통일교 지도자의 정교일치 욕망,대통령 권력을 등에 업은 대통령 배우자의 도덕적 해이와 준법정신 결여 등이 빚어낸 결과”라고 했다.
