1억400만원 이하 소액 연체금 청산 지시…영세·중소 기업 생존 지원

중국 정부가 민간 경제 활성화의 일환으로 각급 지방 정부에 지금까지 기업에 주지 못한 미지급금을 연말까지 정산하라고 지시했습니다.

14일 홍콩 사우스차이나모닝포스트(SCMP) 보도에 따르면 샤오웨이밍 국가발전개혁위원회 부주임은 전날 베이징에서 개최된 '2025~2026 중국경제연례회의'에서 각 지방정부는 기업 대상 50만 위안(약 1억400만원) 이하의 연체금을 올해까지 모두 지불해야 한다고 밝혔습니다.

샤오 부주임은 "현재 사업 환경을 개선하는 데 있어 가장 중요한 단계는 지방 정부의 미지급 부채를 청산하는 것"이라면서 "이는 가장 기본적인 도덕적 마지노선"이라고 설명했습니다.

'50만 위안'이라는 기준을 정한 배경에 대한 설명은 없었지만,연금복권 판매시간중소·영세 기업의 생존을 좌우할 수 있는 인건비와 임대료,연금복권 판매시간원자재 대금을 우선 지불하라는 취지로 풀이됩니다.

SCMP는 "중국 기업들,특히 중소기업들은 국영기업과 지방정부로부터 용역 대금을 회수하는 데에 오랫동안 어려움을 겪어왔다"면서 "경기 침체가 지속되면서 지방 정부들은 고질적 예산 불균형 문제에 직면하고 있다"고 설명했습니다.

이달 초 최고인민법원은 올해 1∼9월 정부 기관 및 공공 기관이 중소기업에 지급해야 할 미지급금 관련 사건 9천166건을 해결해 310억 위안(약 6조4천693억원) 이상을 회수했다고 밝힌 바 있습니다.
