물레나 의원은 "심각한 공급 제약 때문에 중국으로 향하는 HBM3E(5세대 고대역폭메모리) 탑재 칩들은 미국 고객들이 활용할 수 있는 HBM3E의 기회비용을 의미한다"고 서한에 썼다.
미국 정부는 최근 규칙을 개정해 H200의 중국 수출을 조건부로 허용했다.
다만 수출을 승인받으려면 미국 내에서도 해당 제품을 충분히 구매할 수 있고,중국 수출로 인해 미국 시장 공급이 줄어들지 않는다는 점을 입증해야 한다.
